The junk mailers absolutely have to pay for postage, the only problem is they can afford to since not many people bother to send bricks or other heavy objects, just the completed form for a 21.9% interest rate credit card.

Since people don't seem to be reading through the comments and there have been so many thumbs up, as zopito posted: http://www.straightdope.com/classics/a2_356.html It's a funny idea, been thought of before, but it would actually hurt the post office and not the spammers.
