Almost true. Penn and Teller did this as a gag on their show. Maybe someone else did it first, but when you're comparing video evidence to Internet jetsom, I'll side with showtime. Of course in the original gag, the question was asked to people at a "save the earth" rally or some shit so you were dealing with people predisposed to unnessecary alarm. It was effective in that context because you were dealing with people who devoted a lot of their energy to conservation and antidisestablishmentarianism. Just asking the "man on the street" yields no reasonable conclusion because you can't expect people to visualize chemical symbols in their head while you are bamboozling them with scientific jargon. This is just a way for punks to get a modest ego stroking, which they can only do by forgetting that if 98% of people fell for it (assuming an representative sample) then THEY TOO would have fallen for it. You either nice enough fall for it, or too much of an asshole to stay and listen to the petition.
