Incorrect information; Congress makes spending decisions, not so much the Prez. But, to the comics, George and McCain were adorably drawn.

Stupid. Congress does the spending, not the President. Clinton had a Republican dominated Congress.

It is still the Congress and not the president who sets spending policies. Also can I not see this damn thing after every five stumbles!
