There needs to be a procedure equivalent to investigation leading to an indictment to justify including someone's name on a watch list. Here again we see the poverty of this administration's failsafe procedures. Some newbie data entry clerk can get entry to a U.S. Senator's passport file with only an automated signal sent to a supervisor who is anxious to keep a low profile. Similarly, rather than resolve the differences between names, the data entry clerk is told to err by including too many rather than too few terrorist suspects. Bad decisions in each case, demonstrating incompetent legislation and administration.
