I don't think inert gas or a vacuum would work. The sun would just shine through to the other pane behind it and heat it as well. The water would transfer the heat. but how much energy to pump the water? And maintenance? If one window at the bottom crack, will the building partially flood?

Sorry, but inert gas / vacuum between the panes seems much more efficient and feasible than actively pumping water through every window ...
