um, $9 billion for worldwide clean water? Are you retarded? They were talking about spending $1 billion on a pipeline just for Colorado Springs (FYI, the Springs has only about ~500,000 people, and the water delivery infrastructure is already in place). Anyone who believes numbers like these should not be allowed to have any influence on policy or the spending of money in general...
