As much as I admire Roddenberry for TOS, I also think he pretty much emasculated TNG with his hippy philosophy, and as the article acknowledges the claim is made after TOS cancellation - and by this time Spock's sex appeal was clear, so sure he might have envisaged him as 'devilish' but I'm unconvinced he deliberately did so to appeal to the ladies.
