I live in Shanghai and I think this a super smart move. Wouldn't it be great if we could just cut a little of our oil demand down? I am willing to use reusable cloth bags to help the cause.

What would we do if we didn't have those plastic bags to take our purchases home in? I try to recycle bags and I carry a large cloth bag to put my stuff in, but what about drippy, oozy things. Another question is what about meat and styrofoam trays...?
