    Much has been written about the change that has come to Washington, but, as Mark Drapeau points out, less has been written about the new class of citizens that have been swept into power in the wake of all this change: The goverati. The goverati, Drapeau explains, is "made up of people with first-hand knowledge of how the government operates, who understand how to use social software to accomplish a variety of government missions and who want to use that knowledge for the benefit of all" and it stands to usher in a whole new way of doing business in the nation's capital.
