If Rand() is not random enough for your tastes you may get a "truly" random number generated for free from this site. The numbers are truly random as they are generated from atmospheric noise which is continuously changing. Most random numbers generate a number based off of an algorithm which is then usually seeded with your computers clock. So although they seem random then are in fact predictable (if you know the algorithm).

The home page pretty much sums up everything. How random numbers (or psuedo-random numbers) work in computers is there's a fixed list of numbers in a random order. To increase randomness, what most applications did was they used a time based way to select numbers. Not quite as random since if two programs ran at exactly the same time, they would get the same results. According to this site, it's not random enough for lotteries and other simulations such as dice rolling. Random.org uses mathematical algorithm to generate random numbers that are indeed quite random.
