This so called "tweak" has been circulating the internet since 2000 and it has been confirmed by microsoft that QoS has nothing to do with your internet bandwidth. Changing QoS value will negatively impact your home network performance under certain circumstances.

Dead wrong. QoS does not reserve bandwidth unless a QoS-aware application is requesting it. There are -zero- performance gains with this tip, you will only hurt performance in the long run if you ever use a QoS-aware application. (Streaming video is an example where QoS is handy, and important on slower connections.)

If you use Windows XP Professional then it is possible to squeeze an extra 20% out of your internet connection. By default Windows XP Pro holds back 20% of your Internet speed for various services like windows update and spyware checks.

This is bullshit, and if you didn't get that you're an idiot and shouldn't be allowed on the Internet.
