    "Public comments are now being accepted by the Environmental Protection Agency (EPA) on its newly proposed federal regulation regarding the testing of chemicals and pesticides on human subjects. On August 2, 2005, Congress had mandated the EPA create a rule that permanently bans chemical testing on pregnant women and children. But the EPA's newly proposed rule, misleadingly titled "Protections for Subjects in Human Research," puts industry profits ahead of children's welfare. The rule allows for government and industry scientists to treat children as human guinea pigs in chemical experiments in the following situations: 1. Children who "cannot be reasonably consulted," such as those that are mentally handicapped or orphaned newborns may be tested on. With permission from the institution or guardian in charge of the individual, the child may be exposed to chemicals for the sake of research. 2. Parental consent forms are not necessary for testing on children who have been neglected or abused. 3. Chemical studies on any children outside of the U.S. are acceptable." Unfuckinbelievable. But not, under the current administration. Do something if you can. First they destroy other countries, and then pay Halliburton big bikkies to hire the remaining population in slave conditions, as they did in New Orleans after Katrina, to work on reconstruction. Now they plan to use the population of devestated orphaned and disabled children for chemical experiments, which will profit the big drug companies. It should be renamed The Environmental Persecution Agency. Didn't the Nazis do something like this?

    I am slightly skeptical of their claims to "spend massive amounts of staff time researching these issues, confer with outside experts on the topic, and cite dozens of references", when they define IRB as "Independent Review Board", while in the document it is clearly defined as "Institutional Review Board." Nit picks aside:Regarding non-assent of handicapped individuals, research is only permitted only if it "holds out a prospect of direct benefit that is important to the health or well-being of the children and is available only in the context of the research" as determined by the IRB (in theory unbiased and having the interests of the individual in mind). As for not requiring the assent of individuals capable of doing so, that can only happen in very specific cirucmstances outlined in CFR 40 Sect 26.116(d). The other issues raised have similar important details in the proposed regulations that are glossed over in this article.While perhaps these loopholes are misguided, they aren't necessarily Mengelian as some here have assumed. In my opinion, a competent and altruistic IRB could carry out these regulations nobly--the loopholes can be used in good ways. Of course, these loopholes are also open to abuse by less scrupulous IRBs. Perhaps outrage should be saved and then unleashed if there is a time when these loopholes are abused.I appreciate this site bringing these issues to our attention. However, it is up to us to investigate the claims and decide for ourselves. Come on, due diligence people.
