When I first arrived in Japan I flew into Narita and had to catch a bus to Haneda. Upon arriving I went to security and asked the agent if she spoke English she looked at me funny and said something in Japanese. We then continued the screening process while trying to talk to each other in languages we both knew neither of us could understand.
