Carbon trading in Europe. Discussed in detail in this excellent article critiqing carbon emissions trading proposals for Australia. When carbon trading started in Europe, under a business-sponsored "cap and trade", the starting point allowed emissions were greater than what was already being emitted, in many cases. Point made that there are far more effective, cheaper ways to decrease emissions. For example under European trading scheme, over 4 billions euros was spend to destroy a refridgerant gas that could have been destroyed once and for all with a 100 million euro plant. Details at end of article. An excellent article, well researched, well argued and well referenced. highly recommended.
