"What if somebody crashed?" Yeah? What if? What if some baby got raped to death 'cause you, who're explicitly charged with protecting the citizenry, were too busy dicking some kids around to go look for some actual crimes? You're responding to a complaint about cars blocking the road. Get the cars moved, issue tickets for it if you have to, reasonably investigate other possible crimes in the course of that duty, then go away and get back to work.
