There are witnesses who confirm that the tourists didn't do anything wrong but yet they were shot. The cop, unbelievably, is still on duty. Something to be aware of when travelling in highly corrupt places such as Thailand. I have always found that flattery is the best way of dealing with self-important police, bureaucrats, and other idiots of officialdom.

Leo was shot twice, and killed by an off-duty Thai policeman who claims his gun "went off by accident". Leo was a fantastic person whose killer should be brought to justice. RIP Leo.
