In all seriousness this is a push in favor of the new legislation, much as the same forces have corrupted government and governmental regulators in order to make the citizenry think government can't do anything but fuck up (thus opening the door to a global front), so too in this case is it profitable to both run scams and destroy public confidence (thus enabling the creation of a new entity or a new regulatory body to oversee the same tasks). It is a very simple trick and you can see it being played out whenever a corporation like Blackwater changes its name or when you see a situation like 9/11 giving birth to DHS, what you need to understand is derived by posing a simple question: Whose responsibility was protecting you prior to 9/11 and DHS and why did they fail, why is the FDA so corrupt, why is blackwater so corrupt and etc. It is a very old trick called poisoning the well and takes up the construct of a Hegelian dialectical framework, preying on a well developed internal human protocol by exploiting opinion with the ultimate goal of manipulating the populace.
