This is a must-have for the world of VR. A friend and I had conceptualized a similar idea when idle in class. But that involved a bed of balls that would allow movement in any direction. However, to make it technically a treadmill, the balls would have to be powered by something (apparently, there is a setup where the balls themselves are powered by treadmills). But this idea is pretty nifty. Each link in the "treadmill" is a treadmill by itself. That way, there are two speeds that can be imposed - one, the speed of the links, and two, the speed of the big treadmill. By appropriate combination, it would even be possible to achieve velocity profiles on the omni-directional treadmill!
