When I'm made dictator I would redirect the country's science budget to working on various rays. Death rays. Mind control rays. Clothing-dissolving rays. And most importantly, the Funk ray. I think we can all agree we could use more funk.

They did this by aiming high-power pulses of laser light into a thunderstorm.
