I disagree with many comments I see on StumbleUpon. This is different. This is something we can all agree on.

No Law should be considered legal or legitimate unless it meets the following conditions:
1) Its full meaning and main effects can be summarised in less than 500 words.
2) No clause within the law shall introduce terms or conditions which cannot be inferred from the summary
3) The summary and full content of the proposed Law has been made available for public viewing and discussion at least 3 months prior to its enactment.

I have deliberately not stipulated the democratic conditions for Law making (such as requiring evidence of majority support for any law before it can be finally enacted) because that is a separate issue which we can fight another day.

We could probably win support for the above limitations without needing to wait for the democratic revolution or other major constitutional shifts. It's really quite simple. If a law cannot be summed up in a single page, it is "bad law" and should be struck from the legislature. Publication 3 months prior takes care of the issues raised on this page. 7 days is too short. If emergency legislation is required, it should have an automatic sunset clause which expires it after 3 months unless it can be shown to have majority support amongst the population.

If the public and media get a chance to crawl over it before the legislators railroad it through their legal sausage-making factory, then we'll get a chance to spot their illegal terms and police state measures before it's too late. Once these things are out in the open, even a supine mainstream Media cannot suppress the hostile opposition required to prevent these illicit acts.

Oh, and one other thing. Generally I'm not in favour of retrospective legislation, but in this case I'm prepared to argue for an exception. Where it can be shown that the provisions of Bad Law (prime example the USA PATRIOT act) are infringements of Constitutional rights, the perpetrators shall be impeached on charges of grand Treason.

A great idea, it's just pathetic that it's needed. You'd think that it was pretty bloody obvious that you should read legislation before passing it as a law, but time and time again you see cases where the idiots in power haven't done so.

Every country should have a bill like that. How on earth are you supposed to vote on something you've never read? I realize most people don't read contracts, agreements and licenses, but at least for government officials it should be mandatory.
