This is an open access site to online journals. They are truly research type journals and cover a large number of disciplines.

Call me old-fashioned, but most of these journals do not appear in print at all, which strikes me as decreased budget and thus decreased quality control.

there is an abundance of online-only, peer-reviewed journals out there publishing great research. in terms of budget, the cost of actually printing a journal on paper is dwarfed by the cost of peer-reviewing, editing, and performing other tasks that make an article accessible and readable. that being said, throwing money at a journal doesn't mean it's going to publish quality research, either. it's a fine line and some publishers are getting it right (check out PLoS or Biomicrofluidics, for good examples).
