"Cranky" means eccentric, not necessarily insane. Aside from a simple ratings system, the site doesn't comment, but offers a comprehensive listing of the wacky world of conspiracy theories, some of them potentially credible, some of them outrageous, and many of them just bat-shit crazy.

There's a difference between questioning received explanations and leaving the world of rationality altogether. This site does a pretty good job of keeping that distinction in mind. No-one's interests are served by the constant recycling of cranky ideas.
