I would disagree that the CPU fan is the loudest part of the system, I would suggest that the power supply is actually the loudest part of the system, followed by the CPU Fan, the hard drive or any optical drives, and the video card.
Additionally, a good case design reduces the need for additional fan, thereby reducing the need for additional fans, so when looking to build a silent computer, look at the case design too, see where the air might be impeded and look for designs that help air flow.

This is the most biased article I've ever read. "This is going to be a short section, since nobody else really focuses on silent CPU coolers anymore as seriously as Zalman." Rubbish. Visit silentpcreview.com for excellent reviews of better-than-zalman gear

Fantastical! And not really all that expensive! I'm replacing a couple of machines on my network, and I'll definitely want them to be quieter this time around. This, and also quieter case fans, should do the trick.

Mmmm... I'm starting to get tired of my noisy setup: 3 120 cm fans for intake/outtake 1 90 cm fan for the processor 2 80 cm (2 on the power supply, 2 in an addon card under the graphics card for improved air circulation) I think I'm going watercooled soon.
