Smoking heroin is very inefficient and more a tease than anything. You are better off simply eating it. This policy failed (yes, it already failed) for the same reason it failed in Sweden 10 years ago. Drug addicts swarmed in needing "care", and need care, as well as food, clothing, housing, medical care, and utilities for life at taxpayer expense. While pragmatic and progressive, it can only work if you keep outsiders out, which negates the entire concept. Keeping outsiders out results in the same drug epidemic the system was designed to resolve. It is an inescapable catch 22 that we have battled for decades. Don't forget, heroin was a legal drug sold in the US for over a generation. It was enjoyed in Asia for over a century. It resulted in the largest drug epidemic the world has faced since the birth of the human race, and continues to haunt us as much today as it did a hundred years ago. Simply put, this would only work on a global scale. Hell, make a heroin island where adicts can live forever for free in exchange for not creating the next generation of vacant, soulless eyes.
