From the page: "SEC. 2. ELIMINATION OF CERTAIN MARIJUANA-RELATED PENALTIES. Notwithstanding any other provision of law, no penalty may be imposed under an Act of Congress for the possession of marijuana for personal use, or for the not-for-profit transfer between adults of marijuana for personal use. For the purposes of this section, possession of 100 grams or less of marijuana shall be presumed to be for personal use, as shall the not-for-profit transfer of one ounce or less of marijuana, except that the civil penalty provided in section 405 of the Controlled Substances Act (21 U.S.C. 844a) may be imposed for the public use of marijuana if the amount of the penalty does not exceed $100."

Poorly written. I spot a couple loopholes already. Plus, that's just not enough to define personal use. If this passes as-is, there will still be debates as to what constitutes personal use. As well as possession. Possession covers land, on-your-person, and storage, but what about other forms of possession? (i.e. Constructive Possession) This act is still very bare, but I admire the effort. The 'non-for-profit transfer' is a nice touch, I'll give it that. But will it cut down on crime? AhhhIdoubtit.

This rules. If states legalize it, especially for medicinal purposes, then the feds shouldn't be intervening. Especially, ESPECIALLY for medical purposes.

Use your brain...people!

Unfortunately State laws are the ones that get most people thrown in jail, and State and Local Police are the major enforcers of those drug laws. How many people get caught by Federal law enforcement with 100 grams (8 tablespoons= 1/2 cup =4 ounces =113.4 grams) or less?

This is another Jedi mind trick to make the morons on the left think their worthless representatives are doing something "cool", while actually doing nothing.

These are the drug laws in Barney Franks own State!

I believe Barney Frank also referred to this as the "Let's Free Up Our Prison Cells For Real Criminals" Bill. Seems very sensible.
