Last time, after decades ...
More seriously, one could either imagine a scenario of an 'emergency situation' 'forcing' Bush to cancel elections (law is in place) and stay until like forever, or the case of an anti-war person to be elected (given the polls) with a pro-war vice (balance). - General Petreaus may indeed be right however, don't think the American public would have the stomach to remain in Iraq for decades to fight against this insurgency...
