I don't really advocate Javascript, for anything at all really, but this sounds promising. If I ever decide to get back into messing around with Javascript, I'll turn to this. I really just thumbed it up because I like the design. It's very cute. Plus, I like cows.

From the page: "moo.fx is a superlightweight, ultratiny, megasmall javascript effects library, to be used with prototype.js or the mootools framework. It's very easy to use, blazing fast, cross-browser, standards compliant, provides controls to modify any CSS property of any HTML element, including colors, with builtin checks that won't let a user break the effect with multiple, crazy clicks. Optimized to make you write the lesser code possible, the new moo.fx is so modular you can create any kind of effect with it."

What I like about it is that it seems to degrade nicely when js is turned off. I am SO tired of sites that just don't work at all, even if I just want to click on a link, until I turn on js.
