Of course you need to be able to think in that high level before you do use it, most build people don't have that capability from what I observe and end up doing custom ant scripts that only a few people know how to maintain and constant retraining is required rather than just picking someone off the street and asking, "do you know Maven?" Of course Hani of bileblog hates this tool and everyone that uses it, but to each his own :)
However, I haven't seen a business case for this over Ant maybe its just a tool looking for a problem? When I say business case I mean something that shows and proves that it does save money. I think with something like that it will improve the chances of businesses adopting its use.
