    Such is the way of life for many. Xzizor; Do tell, what are they going to demonstrate their restraint with? The pound of food they may get daily if they're lucky; or the lead shot at them by gang lords? No society has been "civilized" by that manner with such an economic condition. Not European society, not Asian, not American. Life is brutal. This is their way of dealing with it. Dark ages, feudal Japan, colonial America, all were very violent and distressing periods of time in their respected areas. Infact, one of the most violent and by your definition; uncivilized places of the world, the Middle East, used to be a magnificent and technologically gifted empire under the Moors and later the Ottomans, that is before the World Wars. Culture in many ways defines a people, but in many ways situations and geography define a culture. If you want the Africans to demonstrate civility and to stop being murderous, go there and give them what they need to stop having to live under such conditions. Otherwise; Please keep your ignorant fascist ideals to yourself.
