philw discovered 2 months ago- "...if you improve your catch rate from 98% to 99% all the spammer has to do is double their message volume to get back to the same delivery rate. Without an economic disincentive every improvement in filtering just results in higher spam volumes. This is why introducing an economic disincentive is so important."
