    I'm guessing the purpose is for standards. A kilogram isn't a kilogram unless you have something that weighs exactly one kilogram. Otherwise there is nothing to compare mass to. And you have two, so you can tell if either one has changed, like has happened to previously made prototypes.

    http://einstein.stanford.edu/TECH/technology1.html a lot of people are questioning the purpose of these things. I'm not sure if they could be used in a gyroscope similar to the one in gravity probe b, but it's my best guess.
