From the page: "...galaxies that populate the known Universe are swirling inexplicably toward a tiny 20-degree plane of deep space... that's what astrophysicist Alexander Kashlinsky discovered in an incredibly controversial paper published in October 2008." Incredibly controversial, i.e. not very many other experts agree with it. So you might say it's a long way from established fact. But it sounds cool and exciting, so you'll just go ahead and report it as if it's fact, won't you? There is some interesting stuff in this article though, so I'm not going to down thumb it. Just take any claims you can't confirm with a pinch of salt.
