    For the people that don't get this: Basically he is making a text file with every number from 000.000.000.000 to 255.255.255.255. Those are all the combinations you can have for making an IP address. It would be the same if you made a file with numbers from 0000 to 9999 and claim it has all the pin codes in the world. (Actually a lot of those IP-addresses would not be valid, but that's besides the point)
