I was under the impression that field theory was invented to deal with this very problem. The force on an object is determined by its state and the state of the EM field at its location, and changes in the field propagate at a finite speed (the speed of light). In this model, everything is a local effect: either one spot of the EM field affecting its neighbors, or the em field at a certain point effecting an object at that point. Is the idea of a universal EM field not accepted as a literal phenomenon?

Are virtual photons not a good enough explanation? I haven't noticed anyone in the particle physics world arguing vociferously against it. When you get down to the subatomic level, we have to come up with increasingly abstract concepts and invent new terminology because our minds are not very well equipped to deal with such things.
