There is obviously a correlation. However, to imply a causal relationship is fallacious. There are a number of demographic factors that are determined by history and have modern political implications, not the least of which is race. In other words, there are still a lot of black Americans in the cotton belt, and blacks usually vote Democrat.

The more urban or built up areas in the south will have had greater cotton production. More urban areas tend to also swing strongly democratic.
