Seems to me that testing the whole population and then use a powerball lotto on the top 10 percent would give us a better chance of having the best President. The present system has given us W need I say more.

Good idea! Let's find out if the presidential candidates are smarter than a fifth grader! Actually this is a good idea - 14 science questions the next president should be able to answer. (I'm fairly sure that the present chief executive's "answers" would not be satisfactory...)
