Sorry but that's just not true. If you created a Gundam from pieces of equipment they write about, most it would be able to do was walk around. Slowly. Maybe.

So a moonbase would cost $105 bn? That's only 1/18th of the US federal budget. If the construction would be spread over a decade or so, the financial burden would be almost negligible. Especially if Europe and China and whatnot chime in too.

I want to see his estimates for the Space Elevator, too.
