The proposed rules do not impact press photographers, who are routinely credentialed by the NYPD. Nor do they impose new requirements upon student filmmakers, [. . .yadda yadda . . .] who will continue to be able to meet their insurance obligations by coverage through their school's insurance. Under the proposed rules, applicants who can demonstrate that they are unable to meet the insurance requirement will be eligible for a waiver of that requirement.
What this means literally is that filming or photographing on public streets in NY, every camera or videocam is technically illegal unless you first obtain $1M in insurance coverage, or petition for a wavier.
What this will mean in practice is that if you film or photograph Police, or if you film any protest action, or if you simply carry a camera and they don't like you, police will have a legal reason to confiscate / arrest. Selective enforcement, obviously.
