A decent article with a brilliant idea. Instead of requiring a "degree," have everyone pass a certification test. It's a good idea, however, I would not eschew the idea of taking classes outside your "major."
These classes are required because they do round out a person. Just like a lot of people complain, why have an engineer who cannot communicate? He might be a genius, but if no one knows what he is talking about, nothing will get done.
