"The National Industrial Recovery Act (NIRA) or National Recovery Act (NRA) of June 16, 1933, was part of President Franklin Delano Roosevelt's New Deal. It authorized the President to regulate businesses in the interests of promoting fair competition, supporting prices and competition, creating jobs for unemployed workers, and stimulating the United States economy to recover from the Great Depression."
This was all regulated by the newly-created National Recovery Administration.
The National Recovery Act legalized cartels. It also had a plethora of rules, regulations, and codes, which were amended constantly. As journalist Raymond Clapper pointed out, it would be next to impossible for many businessmen to keep up with all these details, and still run a business.
Ultimately, Schechter Poultry Corporation challenged the Act; it went all the way to the Supreme
Court before it was struck down. This bit of legislation is sometimes referred to as the "sick chicken" case.
Up to this point, participating businesses were given this nifty poster to show compliance with the Act. Note the disturbing similarity to the German Eagle.
