"Every $1 change in the price of a barrel of oil usually translates into an increase or decrease of 2.5 cents to 3 cents in the price of a gallon of gasoline, said Mike Ward, executive director of the Virginia Petro-
leum Council, the state office of trade association American Petroleum Institute. At that rate, a recent $8 decline in the futures price of a barrel of crude eventually could reduce the price of a gallon of gas by at least 20 cents.
"That would put gas below the $2 per gallon mark."
