This is certainly true, despite the protestations of the Government. There have actually been funding cuts for fighting fraud. Whether New Labour don't feel committed towards it because it is a white-collar crime or because prosecuting some 'successful' businessmen might lead to a drop in their campaign contributions depends on how cynical you are.

When the first warnings came out about how quickly humans were using up the earth's resources, I was glad that I had no children and would die before things became uncomfortable. Each year the period until that predicted time has shortened dramatically.

Scientists now estimate that we will need two Planets Earth to survive by 2050 OR we need to change our consumption habits dramatically now OR the human population of the earth needs to halve by that time (it is actually increasing faster than it ever has).
