    Calif. sees sprawl as warming culprit

    in April ordered regulators to require developers of
    projects large enough to undergo state environmental
    review to assess how they contribute to global warming.

    In New York, global warming is one of Attorney General
    Andrew Cuomo's "top priorities," says spokesman Jeffrey
    Lerner. "He's very focused on it. He feels like we need
    to do everything we can to address that issue right
    away."

    The California lawsuit, filed in the spring, argues
    that the 1970 California Environmental Quality Act
    requires greenhouse gases to be regulated like any
    other type of pollution. Sixteen states, the District
    of Columbia, Puerto Rico and Guam have similar laws,
    but no other state has used these laws to sue over
    global warming.

    If the suit is successful, California cities and coun-
    ties could be forced to take steps to limit sprawl,
    promote compact development, require builders to
    design energy-efficient houses that offer solar power,
    and encourage less driving, more mass transit and use
    of alternative fuels.


    San Bernardino County officials say they addressed
    global warming after the attorney general's office
    filed criticisms, but no regulations require them to
    do so in growth planning. "The state's making an
    example of us to send a message to everyone else
    in California," says spokesman David Wert."

    From the page: "The original loco-moco consisted of a
    saimin bowl of hot rice, covered with a hamburger pat-
    ty and generously smothered with rich brown gravy, all
    for just .25 cents. Somewhere along the line, a fried
    egg was added, topping off the dish and adding some
    color. The name of the dish came later when it became
    a favorite and one of the most requested off-the-menu
    items at the Lincoln Grill. Since "Crazy" made the
    initial request for a special dish just for the club,
    the group named it in his honor, using the Spanish
    word "loco" for "Crazy." The word "moco" was added
    later for no other reason than it rhymed and had a
    nice ring about it. And thus was born the humble
    "loco-moco.

    The Lincoln Grill continued serving up loco-mocos
    until it closed in 1963. But the popular dish caught
    on and it wasn't long before most of the lunch-coun-
    ters, drive-ins, cafes and restaurants in Hilo began
    offering their own versions of the popular local-dish.
    It eventually spread throughout the Hawaiian Islands.
    Today, loco-moco can be found on many lunch menus
    throughout the islands."

    Energy on Lanai to get solar boost
    The 1.5-megawatt project is the first
    in Castle & Cooke's push for renewable
    energy

    would use thousands of sun-soaking pan-
    els to generate enough emission-free
    electricity to meet 30 percent of the
    island's needs, will be the fourth-
    largest solar-electric installation in
    the United States.

    It hopes to have the plant producing
    electricity by late this year or early
    next.

    "The time to move forward with renew-
    able energy is now," said David Murdock,
    chairman and owner of Castle & Cooke.
    He added that the $13-million-plus
    project announced yesterday is "just
    the first step of our plans for re-
    newable, sustainable energy."

    Oahu power consumers may also benefit
    from Castle & Cooke's renewable-
    energy push if the company's explor-
    atory plan to build a 300-megawatt
    wind farm on Lanai takes flight. The
    company has set a two- to 10-year time-
    table to build a wind farm that would
    pipe power over to Oahu."
