    From the page: "Congress took its first significant step in the fight against global warming Wednesday as a Senate committee voted to send a bill to cut greenhouse gases to the Senate floor next year.

    The Senate Environment and Public Works Committee's 11-8 vote sets up a contentious debate in Congress over climate change that could have an impact on the presidential and congressional elections.

    "This is a historic moment," California Democratic Sen. Barbara Boxer, who chairs the committee, said teary-eyed at the end of the 9-hour hearing. "What happened here today will not go unnoticed. The whole world is watching."

    Boxer was under intense pressure to finish the bill this week while world leaders are gathered at a climate change summit at Bali, Indonesia, to show the world that Congress is moving closer to acting on climate change even though the Bush administration still opposes mandatory cuts in emissions."

    From the page: "There are growing signs that the Harper government has formed an unofficial troika with Tokyo and Washington at the negotiations. Using similar language in their statements, the three countries seem to have co-ordinated their message, stressing that economic growth is just as valuable as the environment.

    In the most contentious move of the conference so far, Japan insisted it is "essential"ť for the world to "move beyond the Kyoto Protocol." Just a few minutes later, in what appeared to be a prearranged move, Canada threw its weight behind the Japanese position, lending crucial support to Washington's refusal to sign the Kyoto treaty.

    The move has ignited sharp criticism, and not just from environmentalists.

    China, in unusually harsh language, warned that Japan's proposal could "sabotage" the entire Kyoto process. A close look at the troika's statements at Bali reveals that their language is remarkably similar. One of the leaders of the U.S. delegation, Harlan Watson, told reporters that the next climate agreement must be "economically sustainable" and must promote economic growth for people and nations "everywhere." Japan said there must be "compatibility" between environmental protection and economic growth. And Canada said there must be a "balance"ť between the environment and "economic prosperity.ť"

    From the page: "Interacting with Chinese Premier Wen Jiabao in Mandarin for about 20-minutes, Rudd told him that he was ready to take a leadership role in creating a bridge between the aspirations of the developing world and developed nations.

    The Australian quoted sources as saying last night that Ruddâ€s discussion with Wen Jiabao indicated the Chinese were open to exploiting their relationship with his government to enlist him as an intermediary.

    Wen had contacted Rudd to congratulate him on his decision to ratify the Kyoto Protocol on greenhouse gas emissions.

    The Chinese Premier sought Rudd's co-operation in future talks on the issue of climate change.

    The discussion took place after Wen congratulated Rudd on his becoming the 26th Prime Minister of Australia."
