Mr Hoyle said the situation was "very fluid" but Napier Hill would remain under lockdown for the "foreseeable" future. Police would make arrangements with schools to detain pupils past the normal school finish time.
Police had made phone contact with the alleged offender, who they believed was the only person in the house.
"I want to reassure the public ... that the offender is well-contained. He is known to police and every step has been taken to ensure that no one else is injured," Mr Hoyle said.
"In policing, danger comes from anywhere.
"We police in a very violent world."
"The deceased police officer had been shot while sitting in a police car, he was shot through the window."
