We used to drink Shandy (beer + lemonade) when we were 12 legally. Having such strict rules just means when people turn 21 they just go crazy; having not had their teens to learn their limit and act the fool in comparative safety (no car yet etc.). Average American beer is about 3.5% anyway (i.e. the stuff the rest of the world was drinking when they were 12), not 5% as reported.
