This rule will be a down payment on a broader and sustained effort to reduce our dependence on foreign oil. Congress has passed legislation to increase standards to at least 35 miles per gallon by 2020. That 40 percent increase in fuel efficiency for our cars and trucks could save over 2 million barrels of oil every day -- nearly the entire amount of oil that we import from the Persian Gulf."
