Unfortunately I think PCs are too far developed with the current GUI and control schemes, the comparatively rapid turnover rate for phones and phone GUIs is what allowed multi-touch to take over so thoroughly. That's not so in PCs, if 10/GUI were to be released how would it gain hold in an environment where things are tied so tightly to the existing GUI and control scheme? People aren't as willing to give up most of their purchased software and hardware for PCs as they are for phones.

Maybe with the inclusion of Multi-Touch support in Windows 7 multi-touch will gain a small hold with tablet sized multi-touch devices, then MAYBE way after that the next version will be produced with multi-touch in mind.

Nice dream though.
