If the deal happens, cost of exploration and production would be shared between ONGC and BG in the ratio of their participating interest, while BG would also share the past exploration cost incurred by ONGC in proportion to its shareholding, officials said.

UNITED STATES: Surging crude prices could help the oil giant post the...

High crude prices have been the main factor behind the massive profits at oil firms. Crude prices averaged $90 a barrel the fourth quarter, up 50 percent from the same period in 2006. They jumped 20 percent from the third quarter of 2007.

"That's what's really driving it here," said Robert Plexman, an analyst at CIBC World Markets. Natural gas prices have also increased compared to last year, albeit marginally.

But costs have also increased for the oil companies, and they haven't been able to make as much selling gasoline, which is why profits haven't risen as rapidly as crude prices.

Slack demand for gasoline in the latter half of last year kept gas prices from rising as much as crude prices. Big oil companies that both pump oil and refine crude into gasoline have to spend more for crude but are unable to pass on all the extra cost to consumers, which eats in to gasoline profit margins.

That was the main reason oil companies reported earnings in the third quarter of 2007 that fell from the prior year. But profit on gas sales has improved somewhat in the fourth quarter, so it shouldn't be as big of a drag on earnings.

EUROASIA: Gas Transit Fee Called Too Low : |BLOG &8595;

Ukrainian Prime Minister Yulia Tymoshenko suggested on Wednesday that the price Russia pays to transit gas through Ukrainian territory to Europe was too low and called for talks with Moscow.

Her comments pit her against President Viktor Yushchenko, who said over the weekend that it would not make sense to raise transit fees, because they would automatically lead to an even higher gas import price for Ukraine's domestic use.

The damages were limited and the fire will have little impact on the facility's production.

No personnel were injured during the fire. The Petroleum Safety Authority Norway was notified about the incident. An internal investigation will be initiated.

The dramatic increase in oil prices -- an average of about $91 a barrel throughout the fourth quarter, 51 percent higher than the year-ago period -- is expected to produce results that surpass the last three months of 2006. Analysts surveyed by Thomson Financial anticipate higher quarterly results for all five majors -- ConocoPhillips, Shell, Exxon Mobil Corp., Chevron and BP.

But some analysts said weak U.S. refining margins and higher exploration and production costs chipped away at what could have been bigger profits in the high-price environment. Multibillion-dollar profits are still in the offing, but not necessarily records.

The refining margin is the difference between what refiners pay for oil and the selling price of gasoline and other products made with it.

"If they're heavy on refining, you'll see a little more weakness," said John Parry, an oil analyst with John S. Herold. "But everybody's going to get a lift in the exploration and production part because of pricing."

Paul Cheng, an analyst with Lehman Bros., said in a recent note to investors that most of the benefit of high crude prices for oil companies will be offset by higher costs and low refining margins.

However, not all refining margins were weak. Simmons & Company International said in a recent preview of fourth-quarter earnings that international refining margins were stronger than those in the U.S.

That bodes better for companies with widespread global refining operations -- including Exxon Mobil and Shell -- than for ones including ConocoPhillips and Marathon with most refining operations in the United States.
