It is a good test. It certainly helps to know how these people operate. But sadly about 4% of the population are psychopaths, the only thing is that the majority don't get caught as they operate within the law, which often favours them. The key defining factor is that they don't have any conscience. They are hardwired that way, and they often gravitate towards positions of power.
I can recommend reading the following books so as to be better prepared in spotting them when they appear in your life as they surely will do if they haven't already. Books such as "Without conscience" by Robert Hare, "The sociopath next door" by Martha Stout and "Political Ponerology" by Andrew Lobaczewski.
